will congress pick policy over personalities?

The Congress party is indeed aiming to prioritize policy over personalities in its upcoming 15th general convention. According to recent news from October 3, 2026, the convention is being framed as a policy selection event rather than just a leader election. They plan to institutionalize this focus by including live sessions and twice-daily press briefings to highlight policy discussions and decisions. So yes, Congress is making a clear effort to shift the spotlight from individual leaders to the party's policy agenda.
